TXB is nice. The food looked decent, tons of busy staff cleaning and stocking, and diesel was 20 cents cheaper than anywhere else I passed today.

Truthfully, didn't hear it ever did. Pretty much every menu I look at says free refills for soft drinks, tea, lemon aid, etc.
