You'll ALWAYS take a 3rd and 7 over 4th and 1 unless you're going fit it on 4th and 1 anyway.
If going to go for it, then makes sense, but absolutely no sense to decline if not going for it. That is only decision where now you have 0% chance of getting first down.

It was 3rd and a long 15, so it was going to be 3rd and a long 10 after the penalty.
Again, my call would've been to go for it.
I first assumed he declined it because he was planning to go for it, which would still be a bad decision but at least defensible and shows some faith in your team.
