He just seems totally lost, but maybe not bright enough to realize how lost he really is. I can't decide if it's that or he is simply willing to put up with any stupidity to keep the checks coming.
Is he a victim of management or a willing participant? Or maybe both?

Culley was given a lot of money to be here for 2 years and just go with it. That has to be it.
