No reason to. Students cant afford $40-$50 entrees, at least not regularly.

It may do just fine. One of the memos from Porter's Steakhouse mentions catering to an "under-served community" in BCS, which I presume means people with money and nowhere to spend it.

Why don't we wait to see the menu and pricing of the new Brazilian steakhouse before declaring it to be too expensive?

When Veritas first opened, there was much wailing and gnashing of teeth that it was "too expensive" for this town. The same happened before that when Christopher's opened. Both of them ended up expanding their operations due to demand. The town has only grown since then.

Likely, I believe it was mentioned it is the only area in CS zoned for a sexually oriented business, so it would make the most economical sense to be a strip club.

Once it's rezoned to regular commercial (if it hasn't already) the city will have to designate a new location to be zoned for an SOB by federal law.

I'm probably mis-remembering, but I thought the CS city council went against the rules way back when and grandfathered in the book store by Denny's and the Silk Stocking - but didn't designate any other areas for SOB. I haven't taken the paper in 8 years, so I've probably missed updates, but that's how my feeble mind recalls it.

Used to work at a municipality and yes, you must designate a place for SOB from a zoning standpoint. From TML:

B. Sexually Oriented Businesses
Because the courts have determined that sexually oriented businesses engage in protected speech under the First Amendment of the United States Constitution, a city cannot outlaw sexually oriented businesses entirely. Nevertheless, cities have authority to regulate the location and operation of sexually oriented businesses, including, but not limited to, strip clubs, video arcades, and retailers that earn a large portion of their profits from the sale of pornography and related items. One source of such authority is Chapter 243 of the Texas Local Government Code. Among other powers, that chapter authorizes a city to: (1) restrict the location of sexually oriented businesses;35 (2) prohibit sexually oriented businesses within a certain distance of a school, regular place of religious worship, residential neighborhood, or other specified land use the governing body of the municipality or county finds to be inconsistent with the operation of a sexually oriented business; 36 (3) regulate the density of sexually oriented businesses; and (4) require that an owner or operator of a sexually oriented business obtain a license or other permit or renew a license or other permit on a periodic basis for the operation of a sexually oriented business.

Many cities have included regulations in their ordinances designed to address the "secondary effects" of such businesses on the areas in which they are located e.g., higher crime and loss of property value. A good sexually oriented business ordinance should include detailed legislative findings that cite published studies to support the premise that the regulation of such businesses is reasonable and necessary to control the secondary effects that such businesses

In Encore Videos, Inc. v. City of San Antonio, 330 F.3d 288 (5th Cir. 2003), the Fifth Circuit held that the studies that Texas cities traditionally had cited to support their secondary effects regulations did not apply to retail-only sexually oriented businesses. In response to Encore, the Texas City Attorneys Association and a number of Texas Cities commissioned an off-site secondary effects study, Survey of Texas Appraisers: Secondary Effects of SexuallyOriented Businesses on Market Values and Crime-Related Secondary Effects: Secondary Effects of "Off-Site" Sexually-Oriented Businesses, which is available for download at http://www.texascityattorneys.org/bulletin-SOB.html.

My source says the old Loupot's on Northgate is going to be a multilevel bar with roof patio called Z-bar. Similar to Corner bar across the street from it. They had issues with contractors and such but are full steam ahead now.
