Yeah it's usually a separate entrance for the liquor store and you don't need an membership card to purchase from it.

Based on some poking around there are a few things you can purchase from a Costco store without a membership. A couple good ones:
Pharmacy - state law. Apparently includes some pet meds.
Eye exam but not the eyewear.
Alcohol (assume this is wine and beer here and spirits where that is available) - some kind of state law about open to public
Food court - same as above. Who needs Gringo's??
Probably a few others. I have not tested this locally and thus can not truly confirm.

According to the TDLR site, Taco Bell is building a new location at S. 3850 Texas 6, in College Station. I couldn't tell on the map exactly where that is.

I believe either tear down and rebuild or an add on to the convenience store currently on the property. The new store will be around 5,700 square feet.
