In theory, yes, but in practice…we'd go down a geeky wormhole and the answer is gonna be 'no' most of the time. Most VPN's don't provide the protection folks think they get, basically, and in particular the 'nodes' the data flows through the 'banned' provider would be cut off even though 'secure.' And VPN's that don't comply with packet inspections/checking are then themselves banned.
