I think this is sort of a feature. Other social media sites do it too. Ever notice you cannot have cell reception but Facebook will load? It must keep a view of your feed always ready to go so there's no delay in bringing up content.

I say this because I want to see Elon's vision for what Twitter can ultimately be realized, and I don't think it can be fully accomplished without taking it down to the foundation, more or less.
