That is my 'simple-minded' understanding. I have zero experience in DC, but I did read up on why this was doable before the Xmas break. Now I have slept since then, so I could still be wrong, but that was my understanding before my two-week hybernation.
You must have missed the omnibus bill that funded those positions. I suppose they could de-fund them in FY24 only to vote them back in during reconciliation. That will show Biden who's boss.
I just checked a news aggregator site. And not a single story on their main page, at least not the mobile version. This is all inside baseball that nobody outside of us political hacks follow.
Political sausage making is not for the squeamish and was never meant to be broadcast publicly. Things like the Louisiana kickback or Manchin holding the Biden agenda hostage until Nancy's bid finally topped his reserve price are no different than the Freedom caucus extracting as many concessions as they can with the little leverage they have.
