Assuming he committed the alleged overt act, the relevant questions as to Meadows would be the same as anyone charged...were they aware of the conspiracy, did they have the intent to participate in it, and was the purpose of the conspiracy criminal in nature.

With Raffensperger, already had a federal judge's decision preelection finding the use of Dominion violated Georgia law and the system was deeply flawed and insecure. Raffensperger and Gabe Sterling knew all of that before the election. Yet Raffenspeger lied to Trump, lied to the Governor and lied to the Georgia public about the issues. And when he was called to testify BY THE JUDGE during evidentiary hearings earlier this year, he went uo the 11th Circuit to avoid being put on the stand and asked questions, again BY THE JUDGE.

If the certificate of appeal is allowed to go forward immediately, then the judge has opened the door and opened it widely for an appellate court to boot her.

Willis and her office are "in charge."
Wade is just an outside hire brought in to assist. While that could mean he's been the "manager" or "coordinator" on the case, or doing the most work, that's really just an internal decision of how to manage and staff the case.
