The context and facts in this particular case seem to include that Simmons was mediocre during regular season but played great in the 2017 playoffs. For a team like the Spurs, the period of May/June is all that really matters and the dude delivered the goods in that regard. So *maybe* a guy like that might have been worth the money depending on circumstances and your future plans and on who you had to replace him, etc.
The Spurs made the decision not to pay him as much money as someone else. He took the other offer. Maybe it was the right call by the Spurs. Had they given him the same contract as Orlando, don't think we could have said it was definitely a bad move by San Antonio either.
