After Rita some people down there built some mega homes on stilts. Super tall and 100% made of large steel beams and columns. That, or an elevated concrete structure is the only way to prepare.

Posted last night but this pretty much explains how we missed this thing. That trough they thought would retreat stayed strong, opened a gap between the High to the East and has kept any rain away.
