If he can't get rid of suppressor NFA because of Congress, he could make them all approved instantly with a post card.

Did the Hughes amendment close the register for machine guns or just allow the ATF to stop collecting taxes on the registration of new ones?

I think there is an excellent legal case to be made that the ATF has to open the register, as there is a requirement for the bureaucracy to collect taxes.
