I took it as it looked like she was hurting Mando with their arm wrestling and he was protecting Mando, not knowing any better.My Dad Earl said:

Baby Yoda force chokes Moff, holding him up in the air, and looks at Mando. Mando nods. BY puts the clamps down and snaps the Moff's neck before tossing him off a cliff.
