The landlord likely did all the improvements with the previous knowledge that Kroger wouldn't renew their lease. They either have a new anchor lined up that wanted the improvements or they knew they needed the improvements to attract a new anchor.
Earth Galley also has opened up a store M-F 3-6 at their location on Tabor to highlight local fresh produce. Grass fed beef, seasonal vegetables, eggs and jams/jellies, plus some more.
With this heat it is hard to get much to produce even with irrigation.
