So are these technically "bribes"?

I would think a bribe originates with the money giver. Money offered to gain something otherwise not possible.

I would call these shakedowns. Money demanded for something that should be free or much less.

I'm only 31 pages into the Congo thread. I'm dying. I'm never going to finish and I can't stop reading.



Edit:
HE HAD A HEATSTROKE AND KEPT GOING!?
I had a severe heatstroke with siezures when I was 17 and I basically couldn't move for the next 8 hours. The rest of the week I had trouble functioning.
