This is Ogg "pre-clearing" Hidalgo before the elections ala Comey's investigation of Hillary. They are getting ahead of the narrative by "investigating" her now. Look for a report from Ogg's office by around May or June declaring that everything was above board about the contract and there is nothing to see here.

As I understood it, the Rangers only role was to execute the warrant and turn the info over to the Harris County DA.
