From what I've seen, a lot of government types plain suck at math. But I'm not sure if that would be better or worse.
What if it was 1 more ballot? What % above previous high would be acceptable. I'm guessing those that did mail in ballots before and liked the ease are very likely to do it again and tell their friends etc.

In regards to tunnels, within the last 5 years, conceptual ideas were actually drawn up for a pair of gigantic tunnels, something like 70 feet in diameter, to be dug out below the city and then use huge pumps to put it into the ocean. I saw the conceptual renderings with my own eyes.
It failed to go forward due to, as you would expect, cost. It was too much even for even these crooks. Sadly, I can't remember what the number was.
