I just had this happen last week. Ordered a RAM upgrade for a desktop. Small item but cost $160. (Memory prices are crazy.). Shows up next day (yay Amazon) and the plastic padded envelope had been cut open cleanly and the item removed. The local post office added a sticker saying it was empty when they received it, but I figured I would have to fight with Amazon. To my surprise, the automated return bot had an option "package was empty when I received". No other questions asked, no documentation required, they shipped another that I received the next day.
I guess this must happen a lot.

I am not sure why the postal system doesn't just run a sting operation. It would take a month and you could figure out where in the system stuff is going missing.

A few years ago had the same thing happen with a Dell Laptop we ordered from Dell. It was "signature required" and when the UPS driver showed up at our office he handed my wife a laptop box that was empty. She told him it was empty and refused to sign. Dell matter of factly reshipped it so it must be pretty common. They didn't even question us and my wife thought it was weird how little "proof" Dell required.
