It's a pre-dlc one so it's probably better than a new felwinters. I have it rolled with Aggressive Ballistics, Shot Package, Hammer Forged, and Luck in the Chamber.

A party crasher with the same perks minus hammer forged (you'd get rifled barrel or something like that) would be better bc of it's ROF.

Sorry for the "wind" in the background.. my apartment doesn't have A/C and it was almost 100 outside so the fan was on in full force!

Here is an example of how a subpar sniper can look good if he camps on the right map with a good sniper rifle! 10 Kill streak all with LDR
