I think whoever invented the hyperdrive tracking was probably trying to get a patent and create their own spinoff company and then sell it back to the First Order, but he got caught by Hux and company and they could prove he invented it using First Order technology. All they would have had to do was state that they were going to make movies set in the star wars universe that were tangential to the original movies. Like Rebels or Rogue One which are both great, and barely touch the OT or PT. This movie took a giant **** all over them... I think there is a very small window of distance where this tactic would be useful. Too close and you wouldn't be going fast enough to do much damage. Too far away and you'll make the jump to hyper space before the collision and thus pass right through on different dimensions. So basically Holdo was lucky that she was a very specific distance from the FO ship.
