The default medic gun, for example, has a full auto option even though single shot semi-auto is the default. The full auto is a fairly low rate of fire, but for me that is a good thing because it's very stable. The cool thing is the fire rate is slow enough to easily single fire the gun w/out having to switch to semi-auto mode... just keep it in full auto mode and you have quick access to both types of firing.
If you only fire a single shot while in the full auto setting, do you still deal with the increased damage drop-off at range?

You aren't unlocking guns, you are unlocking skins. Go to your loadouts, find the gun you "unlocked", purchase it with warbonds (or equip it if already purchased), then edit the gun and you will be able to select the skin you won from the battlepack.
Battlepacks are skins only, all guns are unlockable via warbonds.
