The issues with party chat are not router issues, they are on the Xbox side.
I never had a single issue with chat on the 360 and I'm using the same cable modem and router.
If I want to join a part chat after booting up BF4 or to join a party called "BF4 Party", I have to:
Turn off Xboner
Log in to my router
Turn UPnP off
Power cycle router
Turn UPnP on
Power cycle router
Verify UPnP is on
Turn on Xboner
Join Party
Enable chat
All of this after performing successful network and multiplayer connection tests from the Xboner settings app.
Otherwise, I can join a party and chat just fine if I do it prior to booting any apps or games.
