It's more common on blocked field goals than punts, but it's a stupid rule in both situations

Yes you have. Dallas did the exact same thing against Denver in 2021. Leon Lett did the exact same thing on a blocked field goal to lose on Thanksgiving in 1993. Youtube blocks the links from being seen, but you can click on them and go to the videos.

Not really. On kicks from scrimmage, the ball is live when it passes the line of scrimmage. It's the same reason a muffed punt is a fumble.
