That's what I'm thinking as well. And honestly, there's nothing wrong with that. ABC provides the content and if an affiliate doesn't want to air it that's fine, there's others that will. That's as "let the market decide" as it gets.
FYI... Some of the local stations ARE corporate owned. I clicked over to ABC13 here in Houston and they are directly owned by ABC/Disney.

I think it's like 13 affiliates are Disney Corp owned. The majority are owned by Nextar, Sinclair and Gannet (who Nextar is trying to acquire) and both Sinclair and Nextar are heavily conservative ownership.
Then being conservative makes sense as to why they're doing it. It goes against their views, and even if they're in cities that aren't conservative, them refusing to show his show at least goes with their personal views.
The beauty of running their companies the way they see fit.
