It's just too significant of a punishment. You either need to make penalty kicks harder, or have. Higher threshold to grant one than merely a foul in the box.

The argument has been as long as the feet move and he doesn't go backwards that is considered still in motion. I think it's crap as well.
yes, but a penalty essentially awards a goal and some of those awards feel cheaper and less deserved than others- like a foul called way out on the side when they had no chance of scoring.
