Again, you're missing the point. The point is that the nature of penalty kicks gives too much power over games to the official. That could have just as easily been a flop with the same outcome (as we've seen in multiple matches during this World Cup).
The rule as it exists combined with how easy penalty kicks are to convert means a ref gets to award a team a goal whenever they feel like it.
Based on this ref, is the Uzbek pro game straight murder ball?

It wasn't a dive. It was a clear penalty in the box. Which this ref whiffed on. It matters not which direction the attacker was moving. Its a PK every time and twice on Sundays.
Also our blowout of Paraguay continues to look like a truly outstanding win
Trying to hit that instead of taking a touch and trying to find one of the 2 players in the box is very standard south American decision making

My criticism is of the nature of awarding penalty kicks. I'm not disputing that it was a foul in the box. I'm disputing that the events in question warranted France being handed the game on that basis.
If penalty kicks had a 50% conversion rate? Fine. But when a penalty kick essentially equates to a free goal, deciding games on fouls like that will prevent American sports fans from going all in.
