It is arbitrary. They added 11 minutes because of the penalties earlier which "stopped the clock." (Technically, doesn't stop, they just add the extra time to the end). Even beyond that, though, the ref won't end a game when there is an attack going on. Essentially, you always get a chance at a last shot.
No the on field ref has the official clock on his watch and will stop it for all of those things. The stadium clock is just free running elapsed time and is unofficial.
