They might if they are looking up at a nest of baby birds in a tree.
It's a rat snake for sure. It's raising up like that cuz the grass is so thick and it is trying to look around. They raise up like that when they are nervous about their surroundings.

My neighbor found this guy in his bushes in Dallas, so I helped relocate him. Pretty sure this is a rat snake that just had lunch.

Folks, the coloration, pattern and tail all scream broad banded water snake. The head looks triangular in this picture but as almost all water snakes will do, they can and will flatten their heads out to look like a cottonmouth. This is why it's not always a reliable way to tell the difference, particularly when the snake is alert or has been provoked...
I would guess the look is throwing people off because it isn't a Texas animal, but I didn't dig too hard on where she/he is.

Broad banded water snake.
That's what I was thinking. It did have a white mouth when it was striking at me though.
Those BBWS are the meanest little suckers. They are non-venomous but I generally leave them alone just because they strike so much if you corner them or try to pick them up. They are pretty snakes though.
