Is this thing staying stationary over missile sites in Montana or has it moved on. If the Chinese story is true, the winds aloft would have moved it on. But if it is stationary over Montana missile sites it has some sort of propulsion. Then it is up to no good and should be shot down, not much chance of damaging anything on the ground in Montana.

Wind speeds at that altitude usually well in excess of 100kts. Would have to be a hell of a propulsion device for a balloon.

There is no defense to that flippant response. Only plausible explanation would be that our government is complicit with China to spy on US soil, military installations, our borders and public.
