Without Neegan there would likely be a power struggle. The group could divide into various factions. In addition, based on what we have seen so far many would take the power vacuum as an opportunity to just flat out bolt.Aggie Joe 93 said:

Rick didn't seem to be operating under that assumption, but even so, I'm on Michone's side here: the now life Rick has accepted is no life at all.
