Because he wanted to run for Potus again. If that avenue to win is (functionally) cut off, I don't think it's a 'final answer.' As with most answers in DC. Cruz is a smart guy, and I have no doubt he is keeping his options open behind the scenes, though I understand some disagree.

Back to the topic, I hope/expect Cruz (as well as Trump) does help campaign for Paxton in Sept-Oct when it really matters. I would not be surprised to see a Trump rally at some point in Texas with all 3 of them. Senate is going into recess shortly (Thune is screwing conservatives yet again on reconciliation bill this time) so I bet we see quite a bit more activity on that front for multiple races.

Imagine thinking Talarico is going to win carrying these topics into a debate with anyone arguing against them, even a guy like Paxton who has his own baggage. Again, Bill Clinton showed us all that the promiscuity doesn't matter. Trump has shown us that the business dealings that someone argues is fraud and sues for it, it all doesn't matter. If it did, neither would've survived politically.

What matters to voters in a Seante election is if you can fix things economically that are broken and not advocating socialism/communism, as tools to do that. At least not in red states.
