Safety is arguably the least valued position in football outside of special teams.

You had to be a generational player (Ed Reed type) to make a pick this high worth it. Anything else and you just aren't impacting a game enough to be worth it.

Agreed. Derwin James and Kyle Hamilton as examples of the prototype "everything you could ask for" in a safety and they didnt till mid to late teens.
