Considering he had a manifesto with him, he probably intended to use it again. Seems like this may not have been a once and done thing.

If he's moving around to evade police with minimal possessions, it would make sense that he'd have what he views as most vital or important on him at all times. That way if he has to bug out or his hiding place is raided, he won't lose what he sees as irreplaceable.
