That depends on how the conveyor works.

If the wheels provide more than zero friction the conveyor can operate at a speed fast enough to prevent the plane from moving.

Several laws of physics would get broken but that's already happening with the magic conveyor belt.

Essentially this would be the same as gluing the wheels down with crazy glue, except you are using friction and a **** ton of conveyor energy. So, with that, i would say, yeah, that would prevent liftoff. But under normal conditions, even with a giant conveyor and super awesome bearings and rubber on the wheels....it ain't happening...she's taking off.

OK... Will the plane take off, Yes.

But lets look at it from the another prospective.

If you put a plane on a runway, with the engine off, and you make the conveyor belt move say 20 mph in the opposite direction the plane is pointed.
I think we can all agree that the plane will move at 20 mph backwards.

Ok, You start the engines and apply just enough power to overcome the friction of the wheels thus causing the plane to stand still.
Now as erroneously mentioned on a earlier post conveyor of 20 mph does not equal engine trust of 20 mph.
Now I think we can all agree that the conveyor belt is moving and the engine is producing thrust but the plane is at a stand still.

Now this is the difference in the two arguments, the "will not take off" believers think that the conveyor belt could create enough friction to keep the plane stationary no matter what the thrust, and the "will take off" believers think that this is not reality and the engine thrust will always be greater that what the friction could be allow the plane to move.

Or in other words you're both right, in your own little worlds.

Yes, sorta, if you can somehow make the airplane stand still, it would not take off. But that is impossible in this situation.
