The government is not a monolithic beast with one ruler doling out public commands. I think we all intellectually realize this but I think it goes further than most will normally allot for. I think the government has become so bloated over time that it is truly a blob of orgs going back generations and that not all of them are being directly controlled by our sovereign leaders anymore. Hell, it's even possible that some have been forgotten about on the surface altogether. But are in fact still operating to some extent.

IOW I do believe that not every single federal employee is in fact, under true federal control but rather pay to play, cronies of individuals rather than nation, or even just true rogues existing doing whatever they feel is right. Or even fun.

The most plausible theory I've heard was that it was an assassination attempt on a Saudi prince that was there. The family owned a whole floor of the hotel but the prince happened to not be there, he was at (I think) the Flamingo casino. During the shooting he was escorted out by the FBI (IIRC). It's an interesting theory to read up on. Basically, Paddock was helping the assassins get guns into the room and when things didn't pan out, the assassins shot Paddock and then shot up the concert to create a diversion, then disappeared.
