Actually, it was an open question to get different schools of thought... seeing if I was missing something. There's nothing wrong with wanting several opinions on the matter.
You want my opinion... here it is.
1) It's a sign of goodwill. Sure, they could raise it anytime but it shows that Frank is committed to his investors.
2) One thought process is that this could raise the PPS significantly once they release new numbers. Some prescribe to the theory that a x% reduction, raises the PPS x%. I don't neccessarily believe that, but I think there is a good chance that when it hits its true value there will be an incremental increase with the reduction of AS.
