This looks to me like a bribe to Belarus to pull them just a little ways further out of Putin's orbit They have always been reluctant to get involved with Putin's war in Ukraine and their unwillingness to join the invasion early on likely tipped the scales in allowing Ukraine to survive the initial waves of the attack. Their recent shut down of Russian comm points for drone flights over Belarus was another push back against Putin. Getting them a trade deal that pulls them closer to the west and gives them something to lose if they participate in Putin's war any further is actually pretty smart geopolitics.
