The DOJ did not file a written plea agreement prior to the hearing, which they would typically do. This would lay out the specific terms of the deal and there would be no misunderstanding about the breathe of the agreement. I am not surprised the judge rejected the plea at this point without seeing a written plea. It leads me to suspect that the DOJ did not want the judge to know the exact terms of the deal.
