Pretty much. But I'll add that back in 2009, Archer, Hunter and John Kerry's stepson, Chris Heinz, went into business together as Rosemont Seneca Partners. So Zlochevsky had access into the State Deprtment too.

Being a former ally of Yanukovych, Zlochevsky was at risk of having his stuff seized by the interim government and he was exposed. With Archer's and Hunter's connections to his main business provided him some political clout.
