Because the LEO's are typically outnumbered by 5 to 1 or more. There is just no way to make arrests. What I am really curious to understand is why MORE arrests haven't been made by the LEOs if so many of the protestors are doing something illegal.
Bottom Line for me is all citizens regardless of political belief deserve the rights to assemble and equal application of the law. If they break the law. Arrest them.
The same is true of the LEOs. If they ILLEGALLY beat someone, arrest them.
