You have to read between the lines in the game. It doesn't flat out say they were gay, but Bill refers to Frank as his partner. If I remember correctly, that is only part of Frank's ending. A FEDRA convey rolled into the town and got overrun by infected (much more infected in town in the game than show.) Frank wants to run away from Bill so he goes to the convoy location to find a truck battery. Gets bit by an infected and decides to off himself. So you are left with thinking yes that Frank was tired of Bill but getting bit is what caused Frank to do what he did.Scotty Flamingo said:

I'm not flaming because your perception and reaction are your own, and there's no right or wrong.
But I couldn't disagree more profusely, and I'm usually one of the people rolling eyes and turning stuff off when it's pure agenda and as a result detracts or distracts from the storytelling.
That episode was so masterfully done taking us through 20 years of two people still building meaningful and love-filled lives against overwhelming odds, and exploring how our lives given meaning by our relationships with others. Almost all the world had gone to hell, but because these two people had each other, they not only survived, they triumphed, given the circumstances.
Frank's insistence on caring for the properties, the joy/gratitude over a mere strawberry, and Bill finding purpose in his life after Armageddon simply because he had someone to love, care for and protect. The story wasn't about gay sex, it was about basic humanity.
