They talk about this change in the podcast. They said in the game they made him a great shot because they wanted to make it so when the player got up there he was pissed off and wanted to unleash. Since you're just a passive observer in the show, they didn't think it would play the same. Instead they thought it would be better if the sniper was someone the viewer might sympathize with (an old man who was basically done and willing to commit suicide by cop).
I'm talking about the part when you were actually using the sniper rifle. When you're sneaking up, as I recall, you're also dealing with multiple bad guys, and it was a much narrower street.tamuags08 said:

correct and the sniper was a dang good shot in the game. I highly recommend the official podcast as well, it really adds to your understanding of the decisions they make and why. I thought at first when Kathleen and company showed up that the sniper was a bad shot on purpose because she wouldn't want anyone else to have the chance to kill Henry but her. But they explained that he was just old and not in his prime anymore. They also talked about how they came up with the idea that Sam was deaf, Druckman admitted he was really upset that he didn't think of that when he was designing the game. It's really nice to hear the game creator and show runner talk because it's a really cooperative production.
