You just have accept that FIFA is corrupt and will try and make as much money as possible no matter what they have to do.
To get that uniform, they request volunteers work 8 shifts (6-8 hours each) over the course of the tournament. That uniform is peanuts compared to what they save in labor costs.
Should FIFA be paying people to work the games? Absolutely. But I'm not going to complain as I knew what I was getting into when I signed up. They also have additional merch that you get as you complete shifts. It's an incentive to keep people coming back after getting their uniforms.
