I'm betting it has something to do with the fact that those 3 entities largely do all of their own in-house procurement, and don't run their solicitations through the Purchasing office. This creates the opportunity for people/leaders in those organizations to influence the outcomes.

Now, if that is the case that that's what she's angling for, it's pretty rich considering her staff is under indictment for doing exactly that. Second, it's extremely naive to think that changing who oversees the procurement would eliminate the possibility of "outside" influence. The people that are interested in influencing the outcomes will find more/new ways around the system and business will continue as normal.

She will make sure this audit is done to the fullest. Her good friends at an auditing firm will work overtime, even weekends at their new beach house that Dora is of course invited to.

She's not wrong that the system for how engineering contracts are awarded in Harris County is shady as anything. The county commissioners decide who gets the contracts, and it so happens that the ones who get them are the ones who contribute to their campaign. I had a project that was in an area that switch precincts during the last election. Suddenly our project was pulled from us so that the new precinct staff could "reevaluate" all projects (read: give them to their selected consultants).

I'll give you a more specific example of how corrupt the engineering department is with contracts... I oversee the construction of fire stations for my district. During the construction of one, we ran into a "problem" with HC Engineering we could not get resolved after 3 months. When I asked someone "familiar" with HC Engineering, I was advised if I hired a specific local engineering firm, they could get my problem ""resolved" fairly quickly. Well guess what, within 2 weeks of hiring said firm, my problem was resolved. After this was all over and done, I asked how this engineering firm was able to get resolved so quickly, I was told "it might have something to do with one of the partners at the engineering firm takes the County Engineer to his favorite lunch place every few weeks".

I can ONLY image how HC Engineering selects and awards road construction projects..
