His brother was married to Kathy Whitmire which is bizarre on its face. For some reason I thought he was married and had a daughter while living in that northwest elbow of Westcott and Memorial but I guess I was wrong. I see Mayor John at Treebeards and he's astoundingly short. Bob Lanier giggles.

Buckingham accused Hidalgo of creating setbacks through disagreements with the Harris County Flood Control District (HCFCD) leadership on project delays. She said the Harris County Commissioners Court created arbitrary procedures by compelling the flood control district to address the court for minor changes."

This will be a major source of argument in Thursdays court.

The D's on the court have been interfering with this process since the start and Russ Poppe lost his position trying to please these nut jobs as they completely stopped and reorganized the entire process.

An even better position is the new Chief Infrastructure Officer for Harris County, which will be voted on this week. Another bureaucrat to oversee three of the highest paid County employees.

Purpose
Improve enterprise-wide coordination across Harris County's infrastructure departments to improve collaboration, ensure consistent processes, share best practices, and support effective implementation of Commissioners Court infrastructure-related directives, while helping to develop consistent protocols across areas such as financial reporting, project management, and procurement, among others. Designates a subject matter expert as the coordination lead for OCA reporting infrastructure departments.

Duties and responsibilities
  • Co-Chairs the Infrastructure Coordination & Performance Committee (ICPC) with the County Administrator
  • Convenes the County Infrastructure Departments (Office of County Engineer, Harris County Flood Control District and Harris County Toll Road Authority) as well as the Housing & Community Development Department (and potentially other departments) on an ad hoc basis
  • Spearheads Commissioners Court directives for the effective and timely implementation of infrastructure initiatives
  • Develops consistent protocols for various processes, including but not limited to financial reporting, project management, procurement, payment, retainage, performance bonds, vendor communication, and worksite safety
  • Strengthens enterprise-wide coordination and increases operational and financial efficiencies
  • Supports a joint problem-solving approach in collaboration with the County Administrator toward on the priorities in the Harris County Strategic Plan
  • Supports the development of and review of the Commissioners Court's strategic goals, objectives, and initiatives to aid with clarifying the Court's vision for the County, leading to updates to the Harris County Strategic Plan as applicable
  • Ensures clear and detailed reporting regarding key infrastructure activities Promotes a focus on the County's Guiding Principles, which are outlined in the Harris County Strategic Plan, among infrastructure department leadership and staff
  • Serves as liaison between Harris County and other government entities, private sector groups, and non-profit organizations, as needed Scope of role
  • Reports to the County Administrator in the capacity of this role Appointed by Commissioners Court on an annual basis, with an effective period of July 1, 2026, through June 30, 2027, and potential reappointment to be considered in June 2027
  • May have a dual appointment as a Harris County Department Head and/or other infrastructure subject matter expert County employee
  • Note: Authority for hiring and firing department heads remains as described in the April 16, 2026, Countywide Organizational Chart
Preferences
  • At least ten (10) years of direct engineering/technical or infrastructure experience
  • At least five (5) years of public sector experience
  • Designation requires maintaining employment with Harris County
  • Professional Engineer license (in Texas, for at least one year) and/or similar licenses (e.g. American Institute of Certified Planners certification) strongly preferred

Russ wasn't the only one? But certainly was one of the first scapegoats. Lots of good engineering leadership got sold down the river and were blamed for the projects not getting finished.

The procedural bull**** and hiring bad consultants just because they donated is the problem.

Yeah, from what I recall on this board, Russ was shoved out by people who wanted to get their own folks in place and letting him go was a mistake.

That's correct. Same with Matt Zeve. Alan Black wasn't forced out, but he resigned the day after Commissioner Briones was elected. He put in his resignation notice, and he was escorted out by a Constable the same day.

Similar things happened in the Engineering Department. John Blount was forced out to make way for Adrian Garcia's lackey, Dr. Milton Rahman.

FC didnt have quite the turnover that Engineering did, has on going. Engineering has over 700 employees, since Milton was hired theyve exceeded head count in turnover. Not everyone has left/fired but the mass turnover has led to brain drain and theyre much less efficient because no one really knows how things work as all that institutional knowledge has left.

Why aren't you hearing a ruckus about this? Most are in the private sector who bid on govt contracts. They dont want their firms blackballed.

Adrian et Al have installed their stooges as dept heads and the expected outcome has happened. They did establish the County Administrator Office who should be overseeing dept heads, but they are not independent enough to stand against the Ds in court. And I think theyre on their 3rd dept head themselves now.

He has 2 daughers and grandkids through 1. I went to school with the other. My kids go to school with the grandkids now.

Wasn't she the one at odds with Dora over projects that were supposed to be complete by the end of this year? If not complete, Harris county would be on the hook to reimburse the government for the money paid out for them? Or am I way off base here.

No, youre right. The issue is the court (democrats) have caused uncessary delays, micro managing and changing goals. Thus put her in an impossible situation and she's the scapegoat for courts ineptitude.

Big issue is they don't hire consultants based on qualifications. They hire them based on campaign contributions. So they have a bunch of huge projects needing to get done in a short timeframe and the people working on them aren't qualified.

To add a little color i was talking to a colleague in the private sector and a lot of these flooding projects are extremely toxic. A few asked what would happen if they weren't able to meet the tight deadline and were told "FC would "remember"" implying being denied for future contracts.

HC is such a nightmare at this point consultants aren't even bidding on work because the ramifications are terrible.

It's hard for consultants who know their stuff to work with some of the folks there because FC wants it done "their way" instead of the correct way.

Harris County already has separate sick days that are independent from vacation days. So this would be just adding on more days off on top of those.
