I'm betting it has something to do with the fact that those 3 entities largely do all of their own in-house procurement, and don't run their solicitations through the Purchasing office. She's not wrong that the system for how engineering contracts are awarded in Harris County is shady as anything. The county commissioners decide who gets the contracts, and it so happens that the ones who get them are the ones who contribute to their campaign. I had a project that was in an area that switch precincts during the last election. I'll give you a more specific example of how corrupt the engineering department is with contracts... I oversee the construction of fire stations for my district. During the construction of one, we ran into a "problem" with HC Engineering we could not get resolved after 3 months. When I asked someone "familiar" with HC Engineering, I was advised if I hired a specific local engineering firm, they could get my problem ""resolved" fairly quickly. Well guess what, within 2 weeks of hiring said firm, my problem was resolved.
