There are a couple of things about the "globalization" issue, with the first and obvious issue being what would America give up to achieve this (which won't happen in our lifetime, or our grandkids).

The problem with "globalization" is that everybody gets dragged toward the weighted average.
And becuase most of the nations in Africa, South America, the ME and Southern Asia have developed irresponsibly (small economies, caste systems and overpopulated) - the average really sucks.

What she said is that we have to mobilize the entire country and put millions of people to work to fix the environment, just like we mobilized to win WWII.
She's an idiot. She has no idea what happened in WWII. She thinks it was all just "gung-ho, let's all get along". What really happened was
- Consumer items production was almost halted
- You couldn't buy a new car for years
- Staples like sugar, meat, and gasoline were rationed
- Wages were frozen
- Prices were frozen
- Vast swatches of land were taken from private landowners and never returned
- Environmental protections were non-existent, we're still cleaning up some of the sites
- Travel was restricted and priority assigned by the government
- Individual rights were curtailed
Come to think of it, maybe that is what she wants.
