Just utter crap

Here is my (potentially unpopular) rule change that I think will help: You can't touch or impede the keeper in any way in the 6 yard box...if the keeper runs over an attacker in the 6 yard box, automatic whistle and a foul on the attacking player.
I'm tired of watching every team put two players on top of the keepers, which turns into a zapruder film after they score to see how it might have been a foul. Just outlaw the activity from the beginning and move target crosses/throws outside the 6 yard box.
I think this will remove the advantage of plowing over the keeper in corners and make teams actually play the game instead of hunting corners and long throws.

The problem is that the overwhelming amount of the "scrums in the box" are intended to disrupt the goalkeeper. Either by intentionally interfering with them, or creating a mass of bodies to ultimately impede their mobility towards the ball.
I actually think the opinion that "Keepers already get too much protection" is an outdated view. That might have been true in the past, but there is more contact with the keeper than ever in the box. Over the last two years teams are spending large amounts of time practicing elaborate schemes to disrupt the keeper on corners, many of which involve pushing the limits of the rules. It's an incredibly effective strategy if the ref won't call a foul on every single corner...which they clearly won't. Teams basically expect to get 2-3 corners disallowed a game, but don't adjust their strategy because of the end pay off.
