That is a fair question. Interpretations and enforcement seems to vary. I do not recommend having a kit or parts on had until you have a stamp.ttha_aggie_09 said:

I did a ton of research for mine. To build what I wanted it ended up being just as much as a commercial can. The only benefit was the 2 week at the time approval. I was not saving any money. Last 2 cans have been 5 months. IMO that is worth waiting for a better can. If I had a mill it might be worth it but most the commercial cans perform better. That was for a 22lr can. A .30 cal. would have been different.
