Yes. That's more or less in the fine print of the contract to enter the house. They can do what they want to manipulate the game. Obviously they have to adhere to the federal game show rules. They can't have a competition to find a hidden key in a pile of hay and tell one HG where it is and not the rest...but if they need the house to shake it up a week, maybe they go with the competition that's better suited for one over another.
If they want to keep a houseguest in the game longer, maybe they introduce a new "twist" and give a special power.
It's rare, and the basic structure stays the same, but more or less they can do what they want.
If you do a little googling, look at the season of Big Brother with Jeff & Jordan. America was absolutely in love with them, and Jeff was going to be going home soon as their side of the house was being dominated. He "received" the best power you could ever receive in the game to completely flip the house. Got a 'Coup d'etat" which gave him the power to use at either of the next 2 evictions, to overthrow the HOH's nominations and nominate any other 2 people he wanted right on the spot, other than the HOH and POV winner. And I almost want to say CBS did a "America's vote" to determine who would win it...and at that point in the game, Jeff & Jordan were by far the most liked.
Most years they'll do some sort of "holding" of 3 or 4 HG's in a row in sequester after they are evicted and let them fight to have 1 return to the game, etc.
